Since April 1995 if you live in England or Wales you have been able to marry in any of the Register Offices or a place licensed to hold weddings.
These Wedding Venues are referred to as Approved Wedding Venues or Licensed Wedding Venues as they have been granted the license to hold marriages and civil ceremonies by the Registration Service and the Local Authority
You can choose from around 4000 of these Licensed places and Register Offices within England and Wales for your wedding without having to set up residence in the registration district in which the establishment is. A residency requirement is however still needed in order to give your 'Notice of Marriage'
